BANGKOK, Thailand – The Chin people, Christians living in the remote mountains of northwestern Myanmar, are subject to forced labor, torture, extrajudicial killings and religious persecution by the country's military regime, a human rights group said Wednesday.
The New York-based Human Right Watch said as many as 100,000 people have fled the Chin homeland into neighboring India, where they face abuse and the risk of being forced back into Myanmar.
"The Chin are unsafe in Burma and unprotected in India," a report from the group said. The report said the regime in Myanmar, also known as Burma, continues to commit atrocities against its other ethnic minorities.
Myanmar's ruling junta has been widely accused of widespread human rights violations in ethnic minority areas where anti-government insurgent groups are fighting for autonomy. The government has repeatedly denied such charges. An e-mailed request for comment on the new report was not immediately answered.
Chief Secretary Vanhela Pachau, a top official for India's Mizoram state, said he had not seen the report and could not comment.
"(The police) hit me in my mouth and broke my front teeth. They split my head open and I was bleeding badly. They also shocked me with electricity," the group quoted a Chin man accused of supporting the insurgents, who are small in number and largely ineffective.
He was one of some 140 Chin people interviewed by the human rights group from 2005 to 2008. The group said the names of those interviewed were withheld to prevent reprisals.
A number of people spoke of being forced out of their villages to serve as unpaid porters for the army or to build roads, sentry posts and army barracks.
Amy Alexander, a consultant for Human Rights Watch, told a news conference that insurgents of the Chin National Front also committed abuses such as extorting money from villagers to fund their operations.
Alexander said Myanmar's government, attempting to suppress minority cultures, was destroying churches, desecrating crosses, interfering with worship services by forcing Christians to work on Sundays and promoting Buddhism through threats and inducements. Some 90 percent of the Chin are Christians, most of them adherents to the American Baptist Church.
Ethnic insurgencies erupted in Myanmar in the late 1940s when the country gained independence from Great Britain.
Former junta member Gen. Khin Nyunt negotiated cease-fires with 17 of the insurgent groups before he was ousted by rival generals in 2004.
Among rebels still fighting are groups from the Karen, Karenni, Shan and Chin minorities.
At least half a million minority people have been internally displaced in eastern Myanmar as a result of the regime's brutal military campaigns while refugees continue to flee to the Thai-Myanmar border. More than 145,000 refugees receive international humanitarian assistance in Thai border camps.
Alexander said that some 30,000 Chin have also sought refuge in Malaysia while about 500 were living in Thai border camps.

Obama Speech Censored in Burma

The Burmese government’s Press Scrutiny and Registration Division (PSRD) censored publication of a major part of US President Barack Obama’s inauguration speech in the Rangoon-based weekly journal The Voice, according to journalists in the former capital.
Sources said that the censorship board decided not to allow the publishing of parts of Obama’s inauguration speech that included sensitive political messages.
A part of the speech that was cut was: “To those who cling to power through corruption and deceit and the silencing of dissent, know that you are on the wrong side of history; but that we will extend a hand if you are willing to unclench your fist.”
Burmese inside and outside the country circulated this part of the speech through the Internet and it was widely interpreted as a message to dictators, including Burma’s rulers.
A journalist in Rangoon said that Burma’s censorship board ordered the speech to be removed from the front page of The Voice, but it allowed the journal to publish stories and pictures of Obama in its inside pages.
Burma’s privately owned magazines and journals have widely covered news of Barack Obama since the presidential election campaign began.
According to media sources in Burma, there was originally little harassment or any serious warnings from the notoriously fickle censorship board. But all publications have reportedly been careful not to cover sensitive material about the strained US-Burmese relationship.
Burma’s top military leader, Snr-Gen Than Shwe, formally congratulated the US president on his election victory.
Last week, the Agence-France Presse (AFP) news agency reported that the Burmese junta hopes that the new US president will change Washington's tough policy toward the military regime and end the "misunderstandings" of the past.
“Our two countries' relations have had some misunderstandings in the past with the Bush administration. Mr Obama needs to study our country's real situation so that he can change policy,” a Burmese official reportedly told AFP.
“There have been many mistakes in the past [in relations between the countries]. We have had misunderstandings. But now we are expecting good intentions,” he said. The official also accused former President Bush of making "one-sided" decisions.”
In spite of media restrictions, many people inside Burma watched the live televised coverage of Obama’s inauguration on satellite television.
Rangoon-based media sources said that the PSRD was acting under the instructions of the Ministry of Information. The censorship board did not permit the publishing of articles related to Obama’s speech in other weekly journals, including The Yangon Times and True News.

CSW CONDEMNS CRACKDOWN ON CHURCHES IN RANGOON

Christian Solidarity Worldwide

Christian Solidarity Worldwide (CSW) has received reports of a serious crackdown on churches in Rangoon, the former capital of Burma.
According to the news agency Mizzima, local authorities in Rangoon have ordered at least 100 churches to stop holding worship services. Mizzima also reports that the order could affect as many as 80 per cent of churches in the city, and that 50 pastors were forced to sign at least five documents promising to cease church services. The pastors were reportedly warned they could be jailed if they disobeyed the order.
The campaign appears to be particularly targeted at churches meeting in apartment buildings, rather than churches that own their own building and land. According to a report by the Democratic Voice of Burma (DVB), officials from the local branch of the Ministry of Religious Affairs summoned the owners of buildings in which churches were meeting, and issued them with an order prohibiting the use of private property for religious purposes. “Christians are worried that they will not be allowed to worship anymore, even in their own house,” said one pastor in a report received by CSW.
One pastor in Rangoon, who cannot be named for security reasons, claimed in a report received by CSW that several churches have now been locked and sealed, including three churches in South Dagon Township: the Evangelical Baptist Church, the Karen Baptist Church and the Dagon Joshua Church. An eyewitness said that in one church, the pastor presented his Legal Registration Certificate provided by the Ministry of Religious Affairs to the authorities when they came to inform him of the new order. In response, officials told him his registration certificate had been withdrawn.
Some Christians believe that the immediate cause of the crackdown is church involvement in providing relief for victims of Cyclone Nargis, which devastated the area in May 2008. According to Shwekey Hoipang, a Chin pastor from Burma living in exile, the regime does not like the fact that Buddhists have been receiving help from churches, and fears this may possibly result in conversions. “The regime does not want Buddhists coming in and out of churches. It does not want Christianity to grow in Burma,” said Shwekey Hoipang. “Ultimately, the regime seeks the destruction of Christianity. This is part of a top-secret plan by the military to stop Christian growth.”
Burma is categorised as a ‘Country of Particular Concern’ by the US State Department, for its violations of religious freedom. In 2007, CSW published a report, Carrying the Cross: The military regime’s campaign of restriction, discrimination and persecution against Christians in Burma, which revealed a 17-point document allegedly from an organisation affiliated to the Ministry of Religious Affairs, titled “Programme to Destroy the Christian religion in Burma”. The first point states: “There shall be no home where the Christian religion is practised.”
Benedict Rogers, East Asia Team Leader at CSW and author of Carrying the Cross said: “There is no doubt that the regime is hostile to minority religions in Burma, particularly Christianity and Islam, and seeks to restrict and suppress them. This recent crackdown is an extremely worrying development and a serious violation of religious freedom. We urge the UN Special Rapporteur for Freedom of Religion and Belief, and the US Ambassador-at-Large for International Religious Freedom, to put pressure on the Burmese junta to end these violations and to permit churches and other religious institutions to operate freely, in accordance with internationally-accepted norms of religious freedom.”

More Churches Locked Up By Authorities

Three churches based in South Dagon township, Rangoon have been locked up and sealed without any specific reasons since late December 2008 by Township Peace and Development Council Officer and local authorities.
The authorities came mostly in the evening or at night and shut down the churches including Evangelical Baptist Church, Karen Baptist Church and Dagon Joshua Church according to a Chin witness whose name is not revealed for security reasons.
A 25-year-old Dai-Chin said: “I visited this church [Evangelical Baptist Church] two times and met with the pastor's wife. According to her, the church was closed at 6 pm on 29 December by Township Peace and Development Council officer, accompanied by many local authorities.”
“She said the officer did not give any reason for doing this and that the church members were not allowed to worship anymore. The pastor showed the Legal Registration Certificate for the church issued by Ministry of Home Affair and Religion but in vain.”
Members of the Karen Baptist Church are said to have been banned from worshipping and going to church for about three weeks.
A private English teacher from Southern Chin State, who visited the church and did not happen to meet with the church pastor, said he tried to talk to the neighbours but nobody dared to speak about what had happened to the church.
The Dagon Joshua Church was sealed at night on 22 December 2008 and the church pastor was said to have been summoned and interrogated a few times by the local SPDC’s authorities. Bags of cement, planks of wood and zinc for roofing that belong to the church were reported missing after the closure.
The church pastor was accused of using ‘defrauded money’ for helping victims of Nargis Cyclone, buying a plot of land to build the church, persuading local people to join in worship services on Sundays and intending to celebrate Christmas without permission.
Sources reportedly said that some other churches and private houses where home cell services are conducted were also closed down in parts of Rangoon. These ‘ruthless and uncivilised’ actions are believed to be SPDC’s responses to Christian communities, both local and international, that help victims of Nargis Cyclone by donating foods and other supplies.
Pastors and church members as well as Christians in the country send out a prayer request for an end to this kind of religious repression as Burma’s military regime is planning to hunt down more houses, flats and churches in the former capital to stop Christian gathering and activities.

WASHINGTON — During her Senate confirmation hearing, the US Secretary of State-designate, Hillary Clinton, made no remarks about her views on Burma, but praised first lady Laura Bush for taking up the cause of the people of Burma.
"Mrs. Bush has been outspoken on behalf of the plight of Afghan women, on behalf of Aung San Suu Kyi in Burma, and other women facing oppression around the world," Clinton said during the course of her nomination hearing at the powerful Senate Foreign Relations Committee on Wednesday.
Except for this, there was no reference to Burma during the hearing convened by Senate Foreign Relations for the secretary of sate-designate. During the day-long hearing, almost all other aspects of the US foreign policy were discussed.
Clinton said that she intends to revitalize the mission of diplomacy in American foreign policy, calling for a "smart power" strategy in the Middle East. She implicitly criticized the Bush administration for having downgraded the role of arms control.
Clinton spoke confidently of President-elect Obama's intentions to renew American leadership in the world and to strengthen US diplomacy.
"The best way to advance America's interest in reducing global threats and seizing global opportunities is to design and implement global solutions. This isn't a philosophical point. This is our reality,” she said.
There were no questions on Burma from any senator on the committee and no remarks from Clinton on what the new administration's policy would be towards the Burmese military junta.

They are constantly running and hiding from the Burmese army. One 62-year-old Karen man said he believed he had fled in fear more than 100 times in his life. They build makeshift shelters in the jungle wherever they can and plant fields that might never see a harvest. With only the clothes on their backs and a few tools in their hands, they build schoolhouses from bamboo and try to give their children an education. More than anything, the Internally Displaced People (IDPs) of Eastern Burma try desperately to keep a candle of hope burning in their hearts.
Karen IDPs flee a Burmese army attack.
It is extremely difficult to reach IDPs in conflict areas.
Humanitarian aid from NGOs and the UN World Food Program working in Burma does not stretch to the people of Karen, Karenni and Shan states who require it the most.
The IDPs of Eastern Burma rely on cross-border aid and intrepid groups such as the Free Burma Rangers (FBR) and the Back Pack Health Worker Teams to deliver it. The logistics are very difficult and the conditions are hazardous. With the dreaded Burmese army, or tatmadaw, controlling checkpoints on all roads, FBR teams must stick to jungle trails and use mules and porters for transportation.
It is a dangerous occupation. FBR teams have had eight members of staff killed since they set up 10 years ago. The tatmadaw often operates a shoot-to-kill policy in areas where villagers previously lived and regularly plant landmines around the villages to deter them from returning.
FBR teams travel into the most remote regions of Eastern Burma, as well as in ethnic areas in the west of the country to help IDPs with supplies of medicines, mosquito nets, blankets, tarpaulins and clothing.
Sometimes, the vital aid is supplemented by organisations, such as the Committee for Internally Displaced Karen People or the Karen Office for Relief and Development, but is not enough to meet the desperate needs of the internal refugees.
An FBR medic treats a Karenni IDP.
Naw Eh Moo Paw, 30, from Thong He Der Village in Karen State, told FBR: “My brother was 14 years old when the tatmadaw attacked our village in 1997. We all ran away, but he was not with us at the time and was too young to know how to react. He ran the wrong way—toward the Burmese soldiers. They shot him dead. When I think about him, I am sad. I want to defeat the tatmadaw, but I cannot. And so when they come, I have to run away.”
Some 48 full-time FBR teams are in operation around the country. The volunteers are homegrown—drawn from the communities they serve—Arakan, Lahu, Chin, Kachin, Karen, Pa-O, Shan and Karenni ethnic groups. FBR teaches the volunteers how to navigate safely around the areas where they operate, how to interview people and record their stories, and about international human rights. They learn how to cross rivers with ropes and how to disarm landmines. Some are selected to be trained in medicine where they learn to treat the most common illnesses they come across, including acute respiratory infections, malaria, anemia and skin diseases. Some 50,000 people—essentially IDPs—are treated by FBR teams every year.
FBR says its teams bring hope, help and a message of love to the IDPs. One volunteer medic said, “I work with FBR because I want peace.” Another said, “I have known about the relief teams since I was a little boy and I decided to help our people as best I can.”
It appears the FBR and the Back Pack teams’ tasks will be ongoing—everywhere the IDPs set up home, the Burmese army reacts by hunting them down, attacking them, burning their villages and abusing them. Several organizations have recorded the staggering amount of human rights abuses, killings and rapes that are perpetuated by soldiers of the Burmese army against ethnic villagers in Eastern Burma, but no one seems able to prevent them.
One young villager had this message: “We never think about going to the refugee camps on the border, because we want to live in our own country. Tell the Burmese regime to put a stop to the oppression, so we can move back to our homes and live in peace.”

SPDC's local authorities have locked a Chin church in South Dagon township of Rangoon – former capital city of Burma - on 22 December 2008, accusing the church was built without permission.
Mr. Ko Ko Hlaing of Township Peace and Development Committee and his men came to the church in the evening around 6 pm and shut the door, according to the church pastor Joy whose full name remains anonymous for security reasons.
The Chin pastor and his church members were not able to celebrate Christmas and New Year.
"Our church has been running for two years and we have ten thousands unreached people in our neighborhood. The church is closed down now. We need your prayer and supports urgently so the building is re-opened and can run our ministries continuously," said the church pastor, 36, a Matu-Chin from Southern Chin State.
The church has applied for building permission several times but it has never been granted and it is not strange to hear that religious persecution is still happening in our country, according to Chin activist and pastor Shwekey Hoipang, a close friend of Pastor Joy.

WASHINGTON — US President George W Bush will discuss the current situation in Burma along with other issues when he meets with UN Secretary-General Ban Ki-moon on Tuesday in the White House.
It will probably be Bush's last meeting with Ban as the US President, the White House said.
Before handing over the presidency to Barack Obama on January 20, Bush has invited Ban and his wife, Ban Soon-taek, to the White House for lunch.
"This meeting will be an opportunity for the President to thank Secretary-General Ban for his leadership of the United Nations and his cooperation on key issues over the past two years," said White House spokesperson Gordon Johndroe.
"They will discuss the future of the United Nations and the challenges that remain, such as UN reform, the Middle East, Burma, Somalia and peacekeeping in Darfur," Johndroe said.
However, the meeting is unlikely to yield any result for the people of Burma, given that Bush is leaving office and Ban has been unable to make any headway towards restoration of democracy in Burma.
Ban was scheduled to visit Burma in December, but he has postponed his trip until a time when it would yield tangible results.
Johndroe said during the meeting the US President will stress the need for a United Nations that can act effectively to promote freedom, democratic governance, human rights and a world free from terror.
Meanwhile, in a statement issued Friday, one day before the 61st anniversary of Burma's Independence Day, the State Department wished the people of Burma well on the occasion of the 61st anniversary of its independence from the British rule.
"We wish to express our warmest wishes to the people of Burma on this occasion. As we reflect on Burma's independence struggle, led by Gen Aung San, we are reminded of our own history," said the brief statement.
The State Department said the US stands with the Burmese people on in honoring Aung San's vision for an independent, peaceful, and democratic Burma.
The US also looks forward to the day when Burma's citizens will be able to enjoy the fruits of freedom and democracy. "We earnestly hope that day will come soon," the statement said.
