Chin Teenage Refugee Shot Dead In Thailand

A 16-year-old teenage boy from Burma's Chin State was last week shot to death in Thailand by Thai police while he was trying to escape to Malaysia as a refugee.

Dawt Za Cung, of Mualkai village, was found dead in the Thai agent's van after an hour-long car chase and shooting by the Thai police near the Thai-Malaysian border.

The incident took place around midnight last Tuesday while the van reportedly carrying a total of 25 refugees from Burma, mostly Chins, including three children aged between 6 and 7, and two elderly Chin and Kachin women was en route to Malaysia.

A 14-year-old boy, who eventually managed to get to Malaysia, was quoted as saying: "The Thai Police started shooting first at the car which seems to have bullet-proof windows. Later, they [Thai police] opened fire on the car tyres, and only when the car came to a halt, we realised that our brother was shot and already dead."

No one, the boy added, was allowed to get out of the van until the Thai agents came to make a negotiation with the police. "Dawt Za Cung's body was taken out and retained by the police. We were taken into another van heading for the Thai-Malaysian border."

Thailand-based Christian church and NGO were reportedly said to have held a funeral service for Dawt Za Cung, a Chin Christian from Thantlang Township in Chin State.

Ram Nun Cung of VOCR (Voice of Chin Refugees) in Malaysia said: "According to what we have heard so far, the remaining group made their ways safely into Malaysia but we don't know exactly where they are now apart from two being arrested by Malaysian RELA Corps two days after their arrival and one being hospitalised for an appendix operation."

At least 104 political prisoners released

The Assistance Association for Political Prisoners (Burma) (AAPP) can confirm that so far 104 political prisoners have been released from 22 different prisons in Burma.

The 104 released include 37 members of the National League for Democracy, including 3 MPs; 18 women; 11 former political prisoners; 4 monks; 4 journalists; 9 members of the Human Rights Defenders and Promoters Network; 6 members of the 88 Generation Students; and 1 lawyer.

On the evening of September 17, 2009 in Rangoon, state-run MRTV carried a news bulletin announcing that 7,114 prisoners were to be released “on humanitarian grounds.”

The list of political prisoners released will be continually updated at our web site www.aappb.org as AAPP receives more information. In alphabetical order:

Burma: US Should Complete Policy Review

(New York) - The Obama administration should promptly conclude its Burma policy review and adopt initiatives to make its policies on diplomacy, sanctions and humanitarian aid more effective, Human Rights Watch said in a letter to Secretary of State Hillary Rodham Clinton released today.

"Delays in announcing a new Burma policy could encourage Burmese military leaders to believe the US is weakening its commitment to human rights and pluralism," said Brad Adams, Asia director at Human Rights Watch. "Although the situation in Burma seems intractable, an energetic and revitalized approach to Burma from the Obama administration could help bring positive change."

Human Rights Watch recommended that the United States appoint its own special envoy on Burma, who would have a direct line to the secretary of state and specific instructions to engage in a principled way with the Burmese government and key bilateral and multilateral actors. Vigorous diplomacy is specifically needed with China, India, Thailand, Indonesia, Malaysia, and Japan.

Human Rights Watch also recommended the establishment of a Burma Contact Group or similar form of multilateral grouping to meet and regularly discuss diplomatic engagement with the Burmese government on a range of issues. This could have the effect of converging the views and policies of China, India, Thailand, Indonesia, Japan, the European Union, and the United Nations, and gradually minimize the ability of Burma to play states off against each other. There is considerable common ground on a range of issues, including the need for political reform and credible elections involving the political opposition, concern over Burma's trafficking in heroin and methamphetamines, and the need for a regional approach to the HIV/AIDS epidemic. Such a grouping would demand that the US remain firm on fundamental human rights principles and not engage in diplomatic horse-trading on core issues of reform.

As the UN has long been the focal point for diplomacy on Burma, Human Rights Watch urged the US to support the continuation of a special envoy of the secretary-general. It is crucial that the secretary-general and the special envoy not accept access or high-level meetings as the goal or a sign of progress in Burma, as they have in the past. The envoy should be an individual with the principles, skills, and backing of the international community to make an impact.

"More high-level diplomacy is welcome, so long as the US stands by its principles to uphold the basic rights of the Burmese people and work for a genuine and credible process of political reform," said Adams. "But there should be no wishful thinking or illusions that more conciliatory talk from the US and others will somehow cause Burma's generals to alter their plans."

Human Rights Watch said that generalized sanctions on Burma that have had little or no impact and have not been targeted on key decision-makers and human rights abusers should be reconsidered and phased out at an appropriate time. At the same time, properly imposed, targeted sanctions - such as financial sanctions on individuals and entities, investment and trade sanctions that are specifically focused on companies or economic sectors of greatest concern, arms embargoes, restrictions on military assistance, and travel bans on individuals -should be tightened, as they can be effective in bringing about improvements in human rights.

Human Rights Watch particularly urged the United States to expand, strengthen, and fully implement financial sanctions. The US should take the lead in coordinating efforts among the US, EU, Switzerland, Australia, and Canada to target key individuals, both military and civilian, who bear responsibility for abuses; their business interests; and the individuals and entities whose considerable financial support of the Burmese government could undermine these sanctions. These individuals are at the apex of the system inside Burma and susceptible to this kind of pressure. More effective coordination could also lead to greater support from other key states, such as Japan and Singapore. EU states have been noticeably slow to implement full financial sanctions; the US should take the lead and then press European countries to follow suit. Slow implementation by the US and poor coordination internationally have undermined financial and other sanctions, and kept them from realizing their potential.

"The US has legal tools it is not yet using - for example, to deny foreign banks access to the US financial system if they are holding targeted Burmese accounts or otherwise undermining US measures, and going after transactions by the oil and gas authority, the key revenue-generating entity in Burma," said Adams. "This requires the dedication of intelligence resources and continual monitoring and adjustment by US officials."

Human Rights Watch has long called for increased assistance to deal with acute humanitarian needs in Burma. US and other donor funding should increase, but in a coordinated and realistic manner. The military government spends next to nothing on the welfare of its people. Combined social spending is estimated to be a paltry 0.8 percent of GDP for 2008-2009, making public expenditures on health and education in Burma among the lowest in the world. Huge numbers of Burmese live in grinding poverty, resulting from decades of government economic mismanagement and corruption. Donors will need to stress the importance of transparency and accountability in the delivery of humanitarian aid, including the need for approaches that strengthen civil society rather than existing corrupt power structures and that respond to the views and needs of ordinary people.

"The US and other donors offer to provide more humanitarian aid with appropriate oversight, but they should also insist that their contributions are matched by a genuine commitment from the military government to use its vast revenues from natural resources to help the Burmese people," said Adams.

ရတနာသဘာဝဓာတ္ေငြ႔စီမံကိန္းကို ၁၉၉၂ ခုႏွစ္မွ စတင္ခဲ့ၿပီး ျပင္သစ္ႏိုင္ငံ Total ကုမၸဏီႏွင့္ အေမရိကန္ႏိုင္ငံ Chevron တို႔က ဦးေဆာင္ကာ ထိုင္းႏိုင္ငံပိုင္ PTT ကုမၸဏီႏွင့္ ျမန္မာ့ေရနံႏွင့္ သဘာဝဓာတ္ေငြ႔ တူးေဖာ္ေရးလုပ္ငန္းတို႔ ပါဝင္သည္။

ျပႆနာမ်ားျဖင့္ ရႈပ္ေထြးအျငင္းပြားစရာျဖစ္ေနခဲ့သည့္ ပိုက္လိုင္းစီမံကိန္းသည္ ျမန္မာႏိုင္ငံအတြက္ ပထမဆံုးအၾကိမ္ ႏုိင္ငံျခားတိုက္႐ိုက္ ရင္းႏွီးျမႇဳပ္ႏွံမႈ အမ်ားဆံုးလည္း ျဖစ္ခဲ့သည္။

ပိုက္လိုင္းေဖာက္လုပ္ရာ လမ္းတေလွ်ာက္ေဒသခံမ်ားကို စစ္တပ္က အတင္းအဓမၼ လုပ္အားေပးခိုင္းေစျခင္း၊ လယ္ေျမၿခံေျမမ်ား သိမ္းဆည္းျခင္းႏွင့္ ေရႊ႔ေျပာင္းျခင္းမ်ား ရွိေနခဲ့သည္ဟု လူ႔အခြင့္အေရး ေစာင့္ၾကည့္ ေလ့လာသည့္ လႈံ႔ေဆာ္သူမ်ားက ေျပာသည္။

ျမန္မာ့စစ္တပ္က ပိုက္လိုင္းလံုၿခံဳေရး ယူထားေပးၿပီး အာဏာပိုင္မ်ားက လုပ္အားေပးဆင့္ေခၚျခင္းမ်ား ဆက္လက္ ရွိေနေသးသည္ဟု လႈံ႔ေဆာ္သူမ်ားက ေျပာသည္။ ၿပီးခဲ့သည့္လက Total က လုပ္အားေပး ေစခိုင္းမႈမ်ား မရွိေတာ့ဟု ျငင္းဆိုထားသည္။

တနသၤာရီတိုင္း ျမန္မာ့ကမ္းလြန္ မုတၱမပင္လယ္ေကြ႔မွ ထြက္ရွိေသာ သဘာဝဓာတ္ေငြ႔ကို ကီလိုမီတာ ၄၁၂ ကီလို ရွည္လ်ားေသာ ပိုက္လိုင္းျဖင့္ ထိုင္းႏိုင္ငံ ရတ္ခ်ဘူရီခ႐ိုင္အတြင္းသို႔ သြယ္တန္းေရာင္းခ်ထားသည္။

အစီရင္ခံစာတြင္ ျမန္မာစစ္အစုိးရသည္ သဘာဝဓာတ္ေငြ႔ ေရာင္းရေငြကို အေမရိကန္ တေဒၚလာလွ်င္ ျမန္မာက်ပ္ေငြ ၆ က်ပ္ႏွင့္ ညီသည္ဆိုေသာ အမွန္တကယ္ အလုပ္မျဖစ္ေတာ့ေသာ တရားဝင္ ႏုိင္ငံျခားေငြလဲႏႈန္းကို အသံုးျပဳကာ ႏိုင္ငံေတာ္ဝင္ေငြတြင္ ျပသထားသည္ဟု ဆုိသည္။ ယခုလက္ရွိ ျပင္ပေငြလဲႏႈန္းမွာ တေဒၚလာလွ်င္ ၁၀၀၀ က်ပ္ ခန္႔ျဖစ္သည္။

၆ က်ပ္ႏႈန္းျဖင့္ တြက္ခ်က္ကာ စာရင္းသြင္းလိုက္သျဖင့္ ၂၀၀၇-၂၀၀၈ ဘ႑ာေငြစာရင္းတြင္ သဘာဝဓာတ္ေငြ႔မွ ရရွိေသာ ဝင္ေငြသည္ ၁ ရာခုိင္ႏႈန္းေအာက္ ေရာက္သြားေတာ့သည္။ ျပင္ပေပါက္ေစ်းႏွင့္သာတြက္လွ်င္ ၅၇ ရာခိုင္ႏႈန္းပင္ ရွိသည္ဟု ပါရွိသည္။

စစ္အစိုးရက သဘာဝဓာတ္ေငြ႔ေရာင္းခ်ျခင္းမွရေသာ ဝင္ေငြကို ၄.၈၃ ဘီလီယံေဒၚလာဟု ျပသရမည့္အစား ေဒၚလာ ၂၉ သန္းဟုသာ စာရင္းသြင္းထားသည္ဟု အစီရင္ခံစာတြင္ ပါရွိသည္။

"ဝင္ေငြမ်ား၏ အက်ဳိးဆက္မွာ Total ႏွင့္ Chevron တို႔မွ နအဖစစ္အစိုးကို ေခါင္းမာလာေစရန္ အားေပးအားေျမႇာက္ ျပဳလုပ္ရာတြင္ အဓိက ပါဝင္သည္သာမက နအဖ စစ္အစိုးရအေပၚ ႏုိင္ငံတကာႏွင့္ ျပည္တြင္းတို႔၏ ဖိအားေပးမႈမ်ားကို ထိေရာက္မႈ မရွိလာသည့္အေပၚ အဓိက အေၾကာင္းရင္းတခု ျဖစ္သည္” ဟု ERI ေၾကညာခ်က္တြင္ ပါရွိသည္။

Salai John Ceu Cung Nung is a chin student activist and volunteerable for Chin refugees in Malaysia. Unexpectedly, He was hit by a car on 26/08/2009 at Pandan Indah, Kuala Lumpur and immediately, he was admitted to Pandan Mewah hospital at 8:30 PM. He was severely wounded on his punch; his bow and head as well. As he was seriously wounded, bleeding from his injured on his head till the body was taken at forensic department in the hospital.

When the accident happen a Burmese’s women informed to Chin Refugee Center in Kuala Lumpur but no identification and name were given.She said that two of chin refugees are hit by a car and the police rushed them at Panden Mewah hospital. Just the Chin refugeeoffice received information health coordinator immediately tried to find out the detail and went to the hospital but he was unconscious.

After he was two days and nights in hospital he passed away without saying any word with his family and his friends in Malaysia. He is the one reliable for his villagers and Chin refugee in Malaysia as well.

Salai John Ceu Cung Nung was actively participated at Saffron revolution (the monk demonstration) in Myanmar on September, 2007 and was hunted by the military army and Village Councilor Chairman (VCC) to be arrested. As he could not be safe his life at all and afraid of being arrested by the most worsen military government on the world he leaved his home country for his safety in 2007 to Malaysia. He was recognized refugee and he had already finished Department of Homeland Security (DHS), so he had already engaged to resettle in the United State. But he took a rest with peace before resettlement to the United State.

One of John's friends and a Chin activist Salai Z T Lian said, “I am deeply saddened by John’s death. I know that John has not only loved democracy and freedom but also believed in them. He was one of the heroes in September, 2007Demonstration on Yangon streets. John usually spoke of Democracy and Freedom, and often criticized Regime Education System when we even met at Tea Shop. Indeed, he has a lot of dream for himself, his Chinland and his country. His voice for Democracy and Freedom will remain forever although he left us on 28/8/2009 as a refugee life in Malaysia”.
“John death is unbelievable for anyone who knows him. I feel like a bad dream when I heard the news John has died. Immediately, I went to the hospital to get death certificated but he was still a live in my heart. I cannot believe that even I saw his body in mortuary. I believed that he may have many words to say with his family, his friends and the Chin people around the world. He is our hero and we have to learn many things from what he has done in the past” Salai Ram Nun Cung said.
While John was a live he was elected for chairman of Chin Exile Student Union and he served for more than one year. In 2008, he also volunteered for interpreter at International Organization for Migrant (IOM) department in UNHCR but he resigned because of his health.
His funeral service was held on 29/08/2009 at Seramban cemetery and more than 300 Chin refugee mourners from Kuala Lumpur area were attended.

“တပ္မ ၃၃ ကို ကခ်င္ဘက္ဦးလွည့္လိုက္တယ္ဆိုတာက ကခ်င္ကိုမ်က္လွည့္စိလည္ေစသလို ေတာင္ပိုင္း ၀ ဌာနခ်ဳပ္ (မိုင္းတံုၿမိဳ႕နယ္ ၁၇၁ တပ္ စခန္းႀကီး) မိုင္းကြၽတ္ကို နအဖ ပစ္မွတ္ထားေနတာလဲ ၀ ကို အာ႐ုံေျပာင္းလိုက္တဲ့သေဘာ။ ေနာက္ၿပီး ၿမိဳ႕ႀကီးျပႀကီးေတြ မွာ ကားေခ်ာဆြဲ၊ ေပၚတာဖမ္းတာေတြ၊ သံလြင္အေ႐ွ႕ျခမ္းဘက္စစ္ေရးျပင္ေနတယ္ဆိုတာ ေတြက ေတာင္ပိုင္း SSA ကို တိုက္ဖို႕ျပင္ သလို ျဖစ္ေနျပန္တယ္။ ဒါေတြကလူထုကိုပါ ၿခိမ္းေျခာက္ေနသလိုဘဲ”- ဟု သွ်မ္းျပည္ဖြဲ႕စည္းပံု မူၾကမ္းေရးဆြဲေရးေကာ္မ႐ွင္ ဥကၠဌ စ၀္ခင္းဆိုင္က ေျပာပါသည္။

“စစ္ေဘးစစ္ဒဏ္အထူးခံရတဲ့ သွ်မ္းျပည္အလယ္ပိုင္းလူထုကေတာ့ ေတာင္ပိုင္း SSA ကို နအဖ ထိုးစစ္ဆင္လာရင္ ရပ္႐ြာမီး႐ႈိ႕ခံရမွာ ကို အရမ္းစိုးရိမ္တယ္။ ကိုးၿမိဳ႕႐ွင္ နတ္ဆရာေတြက စစ္ျဖစ္ဖို႕ အလားအလာမ႐ွိဘူးေျပာတာေတာင္မွ မယံုခ်င္ၾကဘူး။”- ဟု သွ်မ္းျပည္အလယ္ပိုင္းမိုင္းကိုင္ၿမ႕သားတဦးက ေျပာပါသည္။

ရန္ကုန္တုိင္း ရဲတပ္ဖြဲ႔မႉး ရဲမႉးႀကီး ၀င္းႏုိင္အား အဂတိလုိက္စားမႈ၊ အာဏာအလြဲသုံးစားလုပ္မႈမ်ားျဖင့္ ေနျပည္ေတာ္တာ၀န္ရွိ သူတုိ႔က ေခၚယူစစ္ေဆးေနသည္မွာ ရက္သတၱႏွစ္ပတ္မွ်ရွိၿပီျဖစ္ေၾကာင္း ေနျပည္ေတာ္အသိုင္းအ၀ိုင္းႏွင့္ နီးစပ္သူတဦးက ေျပာသည္။

၎ႏွင့္ဆက္စပ္ပတ္သက္ေနသည့္ ခ႐ုိင္အဆင့္၊ ၿမိဳ႕နယ္အဆင့္ ရဲအရာရွိမ်ားကုိလည္း အထူးစုံစမ္းစစ္ေဆးေရး (BSI) ႏွင့္ သတင္းတပ္ဖြဲ႔ (SB) တုိ႔က ေခၚယူစစ္ေဆးေနဆဲျဖစ္သည္။

အမႈတြဲဆက္စပ္ ရဲအရာရွိမ်ားကုိ ရန္ကုန္ၿမိဳ႕၊ ဆိပ္ကမ္းလမ္း အမွတ္ (၆၇-၆၉)၊ အထူးစုံစမ္းစစ္ေဆးေရး႐ုံးခ်ဳပ္၌ စစ္ေဆးေနသည္ဟုလည္းေကာင္း၊ ကမ္းနားလမ္း ေျခာက္ထပ္႐ုံး သတင္းတပ္ဖြဲ႔႐ုံးခ်ဳပ္၌ စစ္ေဆးေနသည္ဟုလည္းေကာင္း သတင္းမ်ား ထြက္ေပၚေနသည္။

ၾသဂုတ္လ ေနာက္ဆုံးပတ္အတြင္း ေျခာက္ထပ္႐ုံး၌ ရဲအရာရွိကားမ်ား အ၀င္အထြက္မ်ားေနေသာေၾကာင့္ ေျခာက္ထပ္႐ုံး၊ သတင္းတပ္ဖြဲ႔႐ုံးခ်ဳပ္၌ ၎အမႈတြဲအား စစ္ေဆးေနသည္မွာ ျဖစ္ႏုိင္ေျခရွိေၾကာင္း ေျခာက္ထပ္႐ုံးမွ အရာထမ္းတဦးက ေျပာသည္။

ရန္ကုန္ၿမိဳ႕ ပန္းဆုိးတန္းလမ္း ႏုိင္ငံကူးလက္မွတ္ထုတ္ေပးေရး႐ုံး၌လည္း ယခုလပုိင္းမ်ားအတြင္း ဌာနတြင္းအေရးယူမႈမ်ား ဆက္တုိက္ျဖစ္ေပၚေနသည္။

ၿပီးခဲ့သည့္ဇြန္လအတြင္း၌ ႏုိင္ငံကူးလက္မွတ္ထုတ္ေပးေရးအဖြဲ႔ ႐ုံးတာ၀န္ရွိသူ ၀န္ထမ္း (၂၀) ေက်ာ္အျပစ္ေပးအေရးယူခံရၿပီး ယခင္လအတြင္း၌ ႐ုံး၀န္ထမ္း (၄၀) ခန္႔ နယ္ေျပာင္းေရႊ႕အျပစ္ေပးအေရးယူခံရေၾကာင္း အဆုိပါ႐ုံးမွ ျပည္နယ္တခုသို႔ အေျပာင္းခံရသူ သတင္းတပ္ဖြဲ႔အရာရွိတဦးက ေျပာသည္။

၎က “ခုခ်ိန္ထိကုိ နယ္ေျပာင္းကိစၥေတြ မၿပီးေသးဘူး။ Passport ႐ံုး တ႐ုံးလုံး ေျပာင္းပစ္ဖုိ႔အစီအစဥ္ ရွိပုံရတယ္” ဟု ေျပာသည္။

ႏုိင္ငံကူးလက္မွတ္ထုတ္ေပးေရးအဖြဲ႔ ႐ုံးတာ၀န္ရွိသူမ်ား ဤသုိ႔ အေရးယူခံရျခင္းသည္ ေနျပည္ေတာ္၊ ေျမေအာက္ဥမင္လုိဏ္ေခါင္းသတင္း ေပါက္ၾကားျခင္းႏွင့္ တုိက္႐ုိက္ဆက္စပ္ေနသည္ဟု ၀န္ထမ္းမ်ားက ယူဆၾကသည္။

ေျမေအာက္ဥမင္တူးေဖာ္ေရး သတင္းေပါက္ၾကားမႈတြင္ သံသယရိွသူမ်ားဟု ယူဆခံရသည့္ တပ္မေတာ္အရာရွိအခ်ဳိ႕သည္ အျခားႏုိင္ငံမ်ားသုိ႔ ထြက္ေျပးတိမ္းေရွာင္ခဲ့ၾကေၾကာင္း၊ အဆုိပါအရာရွိမ်ားကုိ ႏုိင္ငံကူးလက္မွတ္ ထုတ္ေပးခဲ့ျခင္းေၾကာင့္ ဆက္စပ္ သတင္းတပ္ဖြဲ႔၀င္မ်ား ယခုကဲ့သုိ႔ အေရးယူခံရျခင္းျဖစ္ေၾကာင္း အဆိုပါ သတင္းတပ္ဖြဲ႔အရာရွိတဦးက ေျပာသည္။

ယခုလက္ရွိ ေနျပည္ေတာ္မွ ေခၚယူစစ္ေဆးေနေသာ ရန္ကုန္တုိင္း ရဲတပ္ဖြဲ႔မႉး ရဲမႉးႀကီး၀င္းႏုိင္သည္ ရွမ္းျပည္နယ္ေျမာက္ပုိင္း ျပည္နယ္ရဲမႉးႀကီးအဆင့္မွ တဆင့္တုိး ရာထူးျဖင့္ ရန္ကုန္တုိင္း ရဲတပ္ဖြဲ႔သုိ႔ ေရာက္ရွိလာသည္မွာ (၂) ႏွစ္ ၀န္းက်င္ခန္႔ရွိၿပီျဖစ္သည္။
