ခဵင္းတိုင္းရင္းသား ေခၝင္းေဆာင္ ဦးပူကဵင့္ရႀင္းထန္က လူထုေရႀႚေမႀာက္ တရားစီရင္ေရးကို ဴပည္သူအားလံုးက ဝိုင္းဝန္း ေထာက္ခံ ေတာင္းဆိုဳကဖိုႛ ေဴပာပၝတယ္။

၈၈ ေကဵာင္းသားေခၝင္းေဆာင္ ကိုမိုးသီးဇၾန္က ဒီေနႛကိစၤဟာ တတိုင္းဴပည္လံုးအေရး ဴဖစ္လိုႛ ဴပည္သူေတၾအားလံုးက ဝိုင္းဝန္း ဆႎၬထုတ္ေဖာ္ ဴပသဳကဖိုႛ ေဴပာပၝတယ္။

အမဵိႂးသား ဒီမိုကေရစီအဖၾဲႚခဵႂပ္ (လၾတ္ေဴမာက္နယ္ေဴမ) ရဲ့ အတၾင္းေရးမႀႃး ကိုဴမင့္စိုးကေတာ့ လၾတ္လပ္႓ပီး တရားမ႖တတဲ့ တရားခၾင္ဴဖစ္ဖိုႛ လူထုေတၾ၊ အဖၾဲႚခဵႂပ္ဝင္ေတၾက နီးစပ္ရာ တရား႟ံုးတိုင္းကိုသၾား႓ပီး ေလ႖ာက္ထားဳကဖိုႛ ဆိုပၝတယ္။

“ဒီေန႔ အစုိးရဘက္က ရဲမႉးႀကီးက တရားသူႀကီးထံ စတင္အမႈစြဲတင္ပါတယ္။ ေဒၚေအာင္ဆန္းစုၾကည္ဘက္က ေရွ႕ေနေတြအျဖစ္ ဦးၾကည္၀င္း၊ ဦးဉာဏ္၀င္း၊ ဦးလွမ်ဳိးျမင့္၊ ေဒၚခင္ေဌးႂကြယ္တုိ႔ လုိက္ပါတယ္။ အစုိးရဘက္က တရားလုိျပသက္ေသ (၂၂) ဦးရွိပါတယ္။ ဒီေန႔တရားစတင္စြဲဆုိတာနဲ႔ တရားလုိရဲမႉးႀကီးကုိ ဒီဘက္ကေရွွ႕ေနေတြက ျပန္လည္ေမးျမန္းတာေလာက္ပဲၿပီးပါတယ္။ မနက္ျဖန္ကုိ ထပ္ၿပီး႐ုံးခ်ိန္းလုိက္ပါတယ္” ဟု ဦးအုံးႀကဳိင္က ေျပာသည္။

ေဒၚေအာင္ဆန္းစုၾကည္တုိ႔ႏွင့္အတူ အေမရိကန္ႏုိင္ငံသား ဂၽြန္၀ီလ်ံယက္ေတာကုိလည္း ႐ုံးထုတ္ခဲ့ရာ ေရွ႕ေန ဦးခင္ေမာင္ဦးက အမႈလိုက္ေရွ႕ေနအျဖစ္ ေဆာင္ရြက္သည္။

နအဖစစ္အစုိးရဘက္မွ တရားလုိျပသက္ေသ (၂၂) ဦးတင္ထားရာ (၂၁) ဦးမွာ အစုိးရ၀န္ထမ္းမ်ားျဖစ္ၿပီး (၁) ဦးသာ အရပ္သားျဖစ္သည္။

ေဒၚေအာင္ဆန္းစုၾကည္အမႈကို ယေန႔နံနက္ (၁၀) နာရီတြင္ စတင္တရားစြဲတင္လုိက္ၿပီး ညေန (၂) နာရီခြဲတြင္ မနက္ျဖန္သုိ႔ ထပ္မံ႐ုံးခ်ိန္းလိုက္သည္။

ေဒၚေအာင္ဆန္းစုၾကည္အား ေနအိမ္အက်ယ္ခ်ဳပ္ခ်ထားစဥ္ ႏုိင္ငံျခားသားတေယာက္ ေနအိမ္အတြင္း ၀င္ေရာက္ခဲ့ ျခင္းမွာ အစုိးရ၏လုံၿခံဳေရးညံ့ဖ်င္းမႈေၾကာင့္ျဖစ္သည့္အျပင္ ေဒၚေအာင္ဆန္းစုၾကည္ကုိ ထပ္မံတရားစြဲဆုိလုိက္သည့္ အတြက္ ျပည္ပေရာက္ျမန္မာ့အေရးလႈပ္ရွားေနသူမ်ားက ျမန္မာသံ႐ုံးမ်ားေရွ႕တြင္ ဆႏၵျပပြဲမ်ား စတင္ျပဳလုပ္ ေနၾကသည္။

ျပည္တြင္း၌လည္း ျပည္သူလူထု (၁,၀၀၀) ေက်ာ္က ေဒၚေအာင္ဆန္းစုၾကည္အား တရားစြဲဆုိေနသည့္ အင္းစိန္ေထာင္ေရွွ႕တြင္ ၿငိမ္းခ်မ္းစြာဆႏၵျပပြဲကို စတင္လုိက္ၾကၿပီျဖစ္သည္။

ႏုိဘယ္လ္ၿငိမ္းခ်မ္းေရးဆုရွင္ ျမန္မာ့ဒီမုိကေရစီေခါင္းေဆာင္ ေဒၚေအာင္ဆန္းစုၾကည္ကုိ ၁၉၈၉ ခုႏွစ္ ဇူလုိင္မွ ၁၉၉၅ ခုႏွစ္ ဇူလုိင္အထိတႀကိမ္၊ ၂၀၀၀ ျပည့္ႏွစ္ စက္တင္ဘာမွ ၂၀၀၂ ခုႏွစ္ ေမအထိတႀကိမ္၊ ၂၀၀၃ ခုႏွစ္ ေမမွ ယခုအခ်ိန္အထိ နအဖစစ္အစုိးရက ဖမ္းဆီးထိန္းသိမ္းထားခဲ့သည္။

အာဏာပုိင္တုိ႔က ေဒၚေအာင္ဆန္းစုၾကည္ကုိ အိမ္အတြင္းသုိ႔ ႏုိင္ငံျခားသားတဦး လွ်ဳိ႕ဝွက္ ဝင္ေရာက္လာျခင္းႏွင့္ ပတ္သက္ၿပီး ေထာင္ ၅ ႏွစ္အထိ ခ်မွတ္ႏုိင္သည့္ ပုဒ္မျဖင့္ တရားရုံးတင္ စစ္ေဆးေနေသာေၾကာင့္ ကမၻာ့ ၿမိဳ႕ေတာ္ေပါင္း ၂ဝ ေက်ာ္တြင္ ထုိသုိ႔ ဆႏၵျပေနျခင္း ျဖစ္သည္။

ဤအမႈမွာ အာဏာပုိင္တုိ႔၏ မတရားမႈျဖစ္ေၾကာင္း ယေန႔နံနက္ပုိင္း ထုိင္းႏုိင္ငံ ဘန္ေကာက္ၿမိဳ႕ ျမန္မာ သံရုံးေရွ႕ ဆႏၵျပရာတြင္ ပါဝင္သူမ်ားက ေျပာသည္။

“ဒါဟာ မတရားသက္သက္ အႏိုင္က်င့္တာသာ ျဖစ္တယ္၊ အကြက္ဆင္ၿပီး ဒီလို ေအာက္တန္းက်တဲ့ လုပ္ႀကံတာမ်ိဳးေတြကို ရပ္တန္းက ရပ္ဖို ့နဲ ့ႏိုင္ငံေရး အက်ဥ္းသားေတြ အျမန္ဆံုး ျပန္လႊတ္ေပးဖို ့ ဒီေန ့ဆႏၵျပတာပါ” ဟု ေရႊ႕ေျပာင္းအလုပ္သမား တဦးျဖစ္သူ မမိုးမိုးက ေျပာသည္။

ဘန္ေကာက္ရိွ ျမန္မာ သံရုံးေရွ႕ ဆႏၵျပပဲြတြင္ ျမန္မာ့ ဒီမုိကေရစီအေရး လႈပ္ရွားသူမ်ားႏွင့္အတူ ထိုင္း တကၠသိုလ္ ေက်ာင္းသားမ်ားလည္း ပါဝင္သည္။

“ေဒၚေအာင္ဆန္းစုၾကည္ဟာ ျမန္မာျပည္ကို တကယ္ေကာင္းေအာင္ လုပ္ေပးမယ့္ အမ်ိဳးသမီးဆိုတာ က်ေနာ္ ယံုတယ္၊ က်ေနာ္တို႔ဟာ မတရား လုပ္တာကုိ တရား မွ်တေအာင္ လုပ္ေပးဖို႔ ေတာင္းဆိုရမယ္၊ မွန္တဲ့ဘက္က ရပ္တည္ေပးရမယ္” ဟု ဆႏၵျပပြဲတြင္ ပါဝင္သူ ခ်ဴလာေလာင္ကြန္း တကၠသိုလ္မွ ေက်ာင္းသား တဦး ျဖစ္သည့္ မစၥတာ ဖီေယာ္က ေျပာသည္။






[ဘန္ေကာက္ၿမိဳ႕ ျမန္မာသံရုံးေရွ႕ ဆႏၵျပပဲြတြင္ ေဒၚေအာင္ဆန္းစုၾကည္ အက်ဥ္းခ်ခံထားရျခင္းကုိ ပုံေဖာ္ ဆႏၵျပေနသည့္ ကိုရီးယားအမ်ိဳးသမီး အိုက်ဲခိုး (ဓာတ္ပုံ - ဘေစာတင္)]
ေဒၚေအာင္ဆန္း စုၾကည္အား ေထာက္ခံေၾကာင္း ျပသေရးအတြက္ ႏုိင္ငံတကာတြင္ ဆႏၵ ေဖာ္ထုတ္ၾကရန္ ၿဗိတိန္ႏုိင္ငံ အေျခစုိက္ Burma Campaign UK ဟု အမည္ရသည့္ ျမန္မာ့အေရး ေဆာင္ရြက္ေနေသာ အဖဲြ႔က လႈံ႕ေဆာ္လ်က္ရိွသည္။

ထုိအဖဲြ႔က ယေန႔ ေမလ ၁၈ ရက္ေန႔ကုိ ေဒၚေအာင္ဆန္း စုၾကည္အတြက္ ႏုိင္ငံတကာ လႈပ္ရွားမႈေန႔ အျဖစ္ သတ္မွတ္ထားသည္။

“ေဒၚေအာင္ဆန္းစုၾကည္က အထိန္းသိမ္း ခံေနရတာ ၁၃ ႏွစ္ မကေတာ့ဘူး၊ ထိန္းသိမ္းထားတာ ေတာ္ေလာက္ပါၿပီ၊ မလဲႊမေသြ လႊတ္ေပးရမွာ ျဖစ္ပါတယ္” ဟု အဆုိပါ အဖဲြ႔၏ ဆက္သြယ္ ညိွႏိႈင္းေရးမွဴး ဇုိယာဖန္းက ေျပာလုိက္သည္။

ဤအမႈမွာ အာဏာပုိင္တုိ႔၏ မတရားမႈျဖစ္ေၾကာင္း ယေန႔နံနက္ပုိင္း ထုိင္းႏုိင္ငံ ဘန္ေကာက္ၿမိဳ႕ ျမန္မာ သံရုံးေရွ႕ ဆႏၵျပရာတြင္ ပါဝင္သူမ်ားက ေျပာသည္။

“ဒါဟာ မတရားသက္သက္ အႏိုင္က်င့္တာသာ ျဖစ္တယ္၊ အကြက္ဆင္ၿပီး ဒီလို ေအာက္တန္းက်တဲ့ လုပ္ႀကံတာမ်ိဳးေတြကို ရပ္တန္းက ရပ္ဖို ့နဲ ့ႏိုင္ငံေရး အက်ဥ္းသားေတြ အျမန္ဆံုး ျပန္လႊတ္ေပးဖို ့ ဒီေန ့ဆႏၵျပတာပါ” ဟု ေရႊ႕ေျပာင္းအလုပ္သမား တဦးျဖစ္သူ မမိုးမိုးက ေျပာသည္။

ဘန္ေကာက္ရိွ ျမန္မာ သံရုံးေရွ႕ ဆႏၵျပပဲြတြင္ ျမန္မာ့ ဒီမုိကေရစီအေရး လႈပ္ရွားသူမ်ားႏွင့္အတူ ထိုင္း တကၠသိုလ္ ေက်ာင္းသားမ်ားလည္း ပါဝင္သည္။

Council conclusions on Burma/Myanmar 2938th General Affairs Council meeting Luxembourg 27 Apr 2009

COUNCIL OF THE EUROPEAN UNION
The Council adopted the following conclusions:

1. The Council reaffirms the European Union's unwavering commitment to the people of Burma/Myanmar in achieving a peaceful transition to a legitimate civilian system of government, to fight poverty and to improve their social and economic conditions. The Council recognises that the political and socio-economic challenges facing the country can only be addressed through genuine dialogue with all stakeholders, including those from ethnic groups. The Council notes, however, that the authorities of Burma/Myanmar have still to take the steps necessary to make the planned 2010 elections a credible, transparent and inclusive process, based on international standards. It calls for the release of Daw Aung San Suu Kyi and all other political prisoners and detainees.

2. In these circumstances, the Council deems it necessary to extend the current EU Common Position by another year, including the restrictive measures. The Council underlines its readiness to revise, amend or reinforce the measures it has already adopted in light of developments on the ground. The Council reiterates that the EU stands ready to respond positively to genuine progress in Burma/Myanmar. The EU remains open to dialogue with the authorities of Burma/Myanmar and is willing to meet them at ministerial level in the margins of the ASEM Foreign Ministers Meeting in Hanoi in May 2009.

3. The Council urges the government of Burma/Myanmar to engage more with the international community, to work towards a peaceful transition to democracy. It reaffirms the EU's support for the Good Offices Mission of the UN Secretary General and his Special Advisor, Mr Gambari, and welcomes their continued personal commitment to further the political process. The EU will continue to promote the action of the Group of Friends of the SG and step up its dialogue on this issue, and on its implications for regional stability, with key actors, including ASEAN and its Member States, the United States, China, India and Japan. The EU encourages the authorities of Burma/Myanmar to engage the UN in a meaningful manner. In this context, the Council expresses its full support for the continued work of EU Special Envoy Piero Fassino in support of UN efforts, as well as coordinating with Asian partners, and in this context invites the Burma/Myanmar authorities to cooperate with him.

4. The Council welcomes the adoption of the Resolution 10/27 of the UN Human Rights Council and urges the authorities of Burma/Myanmar to comply with it, in full cooperation with the Special Rapporteur on the situation of Human Rights in Myanmar, Mr Quintana, whose extended mandate the Council welcomes. The Council is concerned by the deprivation of fundamental rights of ethnic minorities in Burma/Myanmar, in particular over the situation of the Rohingya ethnic minority in Northern Rakhin State, and urges the authorities to recognize their right to citizenship, and to protect all their human rights.

5. The Council welcomes the extension of the mandate of the Tripartite Core Group in coordinating post-Cyclone Nargis rehabilitation efforts, and hopes that the TCG will be able to continue its effective role in facilitating the flow of international assistance. In this context, it is critical that unfettered access by humanitarian agencies continues to be ensured. The EU recalls its large and growing role as a donor to the country and stands ready to increase its assistance to the people of Burma/Myanmar further."

Burmese Military Continues Demanding Rations Supplies From Chin Villagers

The Burmese military stationed in the central part of Chin State recently ordered the villagers to provide food rations enough for them to feed their troops through the rainy season from June to October 2009, Chinland Guardian has learnt.

The State Peace and Development Council (SPDC)’s military soldiers, who station and patrol in the Chin ethnic minority areas, have been depending on food rations supplied by the poor locals who have been severely affected by the rat infestation that continues to cause famine-like situation in the region since early 2007.

Over the past two decades, the Chin locals have been very often forced to porter for the Burmese military food rations supplies and ammunition. In the recent years, the Chin villagers started to also supply food rations for the Burmese military with all they have, sometimes just to avoid forced portering for a week or so.

“After the locals are given options that they provide food rations directly to the military or transport the SPDC’s rice bags on their backs to the Lailenpi military camp from Razua or Matupi, many villagers have chosen the latter only because they wanted to be exempted from carrying heavy loads on their backs sometimes for a week”, said a local who prefers to remain anonymous for fear of possible repercussion from the Burmese military.

“Every year, the villages in the Mara areas are required to supply or transport rations for the Burmese Military that station at Sabyhpi, Dawlei, and Lialaipi, but this year, Evan Ebi has been supplying it on behalf of the villagers who are struggling to survive due to the drought and bamboo famine,” said a local pastor.

It is believed that the relief aid, donated by friends and love ones abroad for the victims of rat infestation in Chin state, is going directly to the military soldiers instead.

The forced labour and forced porter in Chin State is very common since 1988 when the nationwide pro-democracy uprising occurred in the country and the Chin National Front (CNF) started to be active to defend the rights of the Chin and to work for Democracy in Burma. Thus, forced porter and hard labour has become part of the Chin peoples’ normal life. The Burmese military use it as a tool to persecute the Chin ethnic minority.

In recent years, many Chins flee to the neighbouring countries to seek the international protection to escape from the continuing persecution and oppressions, systematically implemented by the SPDC, the Burmese military government.

YANGON - MEMBERS of pro-democracy leader Aung San Suu Kyi's party came from across Myanmar on Monday to discuss elections planned for next year by the ruling junta, a spokesman said.
Around 100 members of the National League for Democracy (NLD) gathered at party headquarters in Myanmar's largest city ahead of a full meeting starting on Tuesday, said spokesman Nyan Win.

The detained Nobel Peace Laureate's party has not yet said whether it will take part in the general elections - which critics say are a sham aimed at entrenching the power of Myanmar's military government.

'About 100 party members have come to headquarters. We invited organisers from states and divisions (around the country). Now we will prepare for tomorrow's meeting,' Mr Nyan Win told AFP.

'We will discuss about the coming elections. We cannot say whether we will make decisions, it will be known after the discussions,' he added.

He said the meeting of party members from around Myanmar was usually an annual event, but did not take place last year.

The NLD won a landslide victory in the country's last elections in 1990 but the ruling generals refused to let the party take office.

The military has announced the polls next year under its so-called 'roadmap to democracy'. Diplomats say the junta may be aiming for a date in March 2010.

The polls are set to be held under a new constitution that was approved in May last year, days after Cyclone Nargis devastated southern regions of the country and left 138,000 people dead or missing.

Myanmar has been ruled by the military since 1962 and is under tough sanctions imposed by the US and European countries because of its human rights records and continued detention of Aung San Suu Kyi. -- AFP

Chin National Day in Crisis in Myanmar Ethnic Chins in Seoul Call for Democracy, Rights

Myanmar, formerly known as Burma, was formed an independent multi-nations state, a combination of different nationalities and their territories. The ethnic Chin is one of eight major nationalities in Myanmar, the other seven are Kachin, Karen, Karenni, Shan, Mon, Arakan, and Burman.

In Myanmar, Chin state lies approximately between North Latitude 21°0' and 24°15' and East Longitude between 93°15' and 94°0. It has an estimated area of 13,907 sq miles.

The Chin people are obviously involved in freedoms and independent movement in Union of Myanmar through fighting the British colonization, Japanese Fascist in World War II and the Communist in civil war. For example the "Chin Rifles," one of federal govern army made up of Chin ethnics, and its military hero Capt. Thai Coeng were borth outstanding fighters again Fascist Japanese in World War II and Communists in Arakan and Pagu Yomas.

"Chin National Day"

It was the Chin Conferenc held on Feb. 20, 1948 in Falam town, the state capital of the Chin state, that abolished traditional ruling system such as chieftainship and feudal system. It was only on the occasion of the conference that Myanmar stated to have democratically elected leader in the state followed.

The day of February 20 was designated as "Chin National Day" and it is the beginning of freedom and democracy in Chin state.

It is the first time democratic ruling system was practiced in Chin state. In the process of democratization this "Chin National Day" was reaffirmed by the Chin affair council on Oct 9, 1950. Since then "Chin National Day" have been widely celebrated as commemorative day.

However, in 1962 a military coup took place and since then Myanmar has been under the ruthless military rule. The military abolished all the nationalities treaties and even constitution. Human rights for the ethnics and their basic freedom were flatly denied,

Subsequently the "Chin National Day" was abolished and Chin people were forced to observe "Chin state day" on the same day of February 20, which is meaningless for Chin people. The military turned the Chin territory into a simple state on Jan. 3, 1974, stripping the Chin people of its independence.

Nationality of Chin People

The word "nation" comes from the Latin "natio," meaning birth of place or origin; it was used to refer to a certain group. Likewise the "Chin National" also symbolizes the origin of Chin people's birth place on the Chin land and reflects the Chin people's dignity, freedom, and cultural.

Chin people never belonged to Burman nationality. They did not migrated to the Chin state. They have always been the native residents and owners of the China territory.

In terms of territorial boundary "the Chin Nationality" is from Matupi, Palatwa, Mindat, Kanpalet, Hakah, Thantlang, Falam, Tedim and Tuanzang townships of Chin state. People of these nine towns are the founders of the Chin territory and native residents.

People living in other areas like Asho, Lushai and Thado in Myanmar are also Chin nationals but they do not have clear cut territory of their own.

Therefore "Nationality" is very important and meaningful in geographical, political and historical context. Moreover the term "Nationality" is a choice of Chin people for their political rights.

It is the rights of Chin people and this rights should be protected. Myanmar's military government has no legitimacy to abolish and to change the "Chin National Day."

In fact Myanmar's military government itself is illegal government. According to UN Declaration on Indigenous People, Article 33, "Indigenous peoples have the rights to determine their own identity in accordance with their customs and traditions."

Furthermore "Chin Nationality" compares equally with other nationalities in Myanmar. Therefore "Chin National Day" is very important day for Chin people and it is the highlight in the Chin people's identity. Through this symbolic day of "Chin National Day Chin people want to preserve and pass down the Chin cultures and customs into the future generation.

Nowadays, military government ruined the cuture and identity of the Chin people by sending troops to their territoy. The life of the Chin people was deteriorated.

Chin people are denied religious freedom as well. They are foced to observe Buddhism instead of Chiristianity. Over 99 percent of Chins are Christian.

Presently, thousands of solciers are sent to evey towns and villaages in Chin state to oppress the people there. The soldiers are asked to marry Chin women by the military government which promisses them for promotion as part of bio-genocide.

Conclusion

Looking back on the whole story, it is a consequence of aggressive policy of Myanmar military government. Certainly, the Myanmar military government neglected the development of Chin people and disregarded Chin sincerity toward the formation of union country in early time.

The Myanmar military government destroys and ruins the Chin identiry and their territory by banning "Chin National Day."

They even international aide to the cyclone victims in last year and brutally attacked monks' peaceful deomostration in September 2007.

Finally, the Chin people in South Korea gathered in front of the Myanmar Embassy in Seoul early this year, and called for democracy, human rights, and freedom in Myanmar on the occasion of the "Chin National Day."

They demanded that the military government stop oppressing the Chin people politically, social-economically, and religiously.

They also called for international community to show staunch support in their struggle for democracy. They urged the international society to get involved in their efforts to end the ethinic repression in Burma.

Myanmar, formerly known as Burma, was formed an independent multi-nations state, a combination of different nationalities and their territories. The ethnic Chin is one of eight major nationalities in Myanmar, the other seven are Kachin, Karen, Karenni, Shan, Mon, Arakan, and Burman.

In Myanmar, Chin state lies approximately between North Latitude 21°0' and 24°15' and East Longitude between 93°15' and 94°0. It has an estimated area of 13,907 sq miles.

The Chin people are obviously involved in freedoms and independent movement in Union of Myanmar through fighting the British colonization, Japanese Fascist in World War II and the Communist in civil war. For example the "Chin Rifles," one of federal govern army made up of Chin ethnics, and its military hero Capt. Thai Coeng were borth outstanding fighters again Fascist Japanese in World War II and Communists in Arakan and Pagu Yomas.

"Chin National Day"

It was the Chin Conferenc held on Feb. 20, 1948 in Falam town, the state capital of the Chin state, that abolished traditional ruling system such as chieftainship and feudal system. It was only on the occasion of the conference that Myanmar stated to have democratically elected leader in the state followed.
